This paper discusses how Jim Crow laws oppressed African Americans in the Southern U.S. despite their emancipation in the 1860s. Similarly, race-related problems have persisted in South Africa despite the end of the apartheid policy with the election of the African National Congress in 1994. Based on these examples, it is argued that various factors contribute to the persistence of problems in countries with a legacy of racial oppression, even after laws have been passed to prevent such problems.
