Public Sector Labor Management Relations Law.This research paper provides a comprehensive analysis of the Federal Labor-Management Relations Statute as subsumed within the Civil Service Reform Act (CSRA) of 1978. Following a history and detailed discussion of the purpose and central provisions of the CSRA's labor law, the analysis considers the federal labor law in comparative context to the major private sector labor law (Labor Management Relations Act, also known as "Taft-Hartley Act") as well as to New York state's Public Employees' Fair Employment Act (better known as the "Taylor Law"). Included in this comparative analysis is a description and analysis of the administrative agencies which administer and enforce the respective laws (e.g. FLRA, NLRB, and PERB). The concluding sections examine recent significant agency and court decisions related to the federal labor-management relations law as well as current issues regarding the law. A final section compares the federal labor management relations law to other public sector laws and considers how the law could be improved. KEYWORDS: public sector labor law research paper.
