| 18314. THE NEED FOR A “WHOLE-NATION” APPROACH TO RECONCILIATION AND PEACE BUILDING IN RWANDA. This paper is concerned with the effort to attain reconciliation and peace in Rwanda, a nation that has been torn by ethnic conflict between the Tutsis and the Hutus. Three major approaches have been used following the 1994 genocide: international intervention, the Rwandan court system, and gacaca (local courts, with an emphasis on reintegration of offenders). However, progress has been slow because of flaws in the existing efforts. It is argued that it is important to deal with the needs and concerns of all social groups in the nation as a whole, not just with those of the Tutsis and Hutus.
