| 18041. FEMA (FEDERAL EMERGENCY MANAGEMENT AGENCY). This paper addresses the challenges and difficulties faced by FEMA in its dual role of responding to both natural disasters and attacks against the nation. References are made to the agency's response to Hurricane Andrew (1992) and Hurricane Katrina (2005), and to the changes that occurred with 9/11 and the agency becoming a branch of the Department of Homeland Security. To analyze the situation, the paper uses theoretical perspectives relating to bureaucratic organizations, hierarchical control, and the role of power and politics in public administration. It is argued that FEMA's problems are mainly due to the fact that it is a "politically controlled bureaucracy," with politicians (Presidents and Congress) using it as a tool for increasing political influence.
