Are the requirements and educational reforms included in Reading First likely to lead to significant improvements in the literacy levels of the mainly socially and economically-disadvantaged children it targets? This research question is the starting point for this paper which provides an overview and analysis of Reading First and its implications for children’s literacy improvements based on a review and synthesis of the scholarly literature on the topic. Following an overview of the No Child Left Behind (NCLB) Act and the Reading First Initiative, the positives and negatives of Reading First are assessed.
