| 17142. AMERICA'S FOREIGN POLICY OF PREEMPTION. This paper provides an overview and analysis of the foreign policy doctrine of preemption as promulgated by the George W. Bush Administration. The impact of the events of September 11, 2001 on the development of the doctrine is a special focus. The major components of preemption are outlined and compared and contrasted to previous foreign policy doctrine. Considering the war on Iraq as the first test of the doctrine, the analysis discusses the impact of the doctrine to date and its likely future impact in both the U.S. and the rest of the world. A concluding section addresses the question of whether the doctrine of preemption is good or bad for America, America’s role in the world, and the international system in general.
