| 15121. COULD WORLD WAR II HAVE BEEN PREVENTED? This paper examines the historical and political science literature considering whether or not World War II was inevitable, given the actions (and inactions) of the Allies and Axis powers. It is argued that given the conditions imposed by various treaties and commitments of the great powers after World War I, and the frustrated aspirations to empire of the Axis powers, World War II was probably inevitable. The only questions regarding the war plans of Germany, Japan and Italy were when they would attack, how much they would take, and what they might settle for short of war.
