Adopting Banfield & Wilson's (1963) perspective of city government as a political process, this paper provides an overview and analysis of the power structures--commonly referred to as "urban regimes" within the political science literature--in American city governments. Traces the evolution of urban regimes throughout American history, considering the pre-1840 period of elitism, the 19th and early 20th century era of "machine" politics and ethnic affiliations; the progressive reform movement of the early 20th century, and the contemporary era of pluralist elitism and interest group politics.
