| 13229. (UN)COORDINATION IN INTERNATIONAL HEALTH POLICIES & PROGRAMS. This research paper addresses an issue which is widely perceived to be at the crux of the "crisis" in international health - the lack of coordination between external agencies and the policy conflict over the priorities and purposes of international health cooperation. It is argued that as the World Bank has increasingly taken the leadership role in international health policy, the defacto mandate for global cooperation in health has shifted from the World Health Organization's mandate of "the attainment by all peoples of the highest possible levels of health" to the economic development agenda of the World Bank. At the same time, the forces of globalization and their impact on the health of developing and newly industrializing countries has led a number of analysts to advocate a re-focusing of the mandate on the principles of social justice.
