| 12425. REFORMING THE IMF: STRENGTHENING THE LEGAL FRAMEWORK AND RE-ORIENTING CONDITIONALITY. This paper provides a review and analysis of the current issues and proposals on IMF reform. Arguing that the primary functions of the IMF as it has evolved through the past twenty-five years are surveillance and lending, the investigation takes a close focus on reforms to IMF conditionality. Examines the IMF's historical and evolving policies of conditionality, the empirical evidence on the impact of these policies, and the current proposals for altering the terms of conditionality. Also briefly considers current proposals to re-establish the IMF's primary function as an exchange-rate manager and, in more detail, proposals for institutional and legal reform which might provide a stronger foundation for IMF lending and structural adjustment programs.
